Jackie was born and raised in Meshoppen, PA. She graduated from Elk Lake High School in Dimock, PA. She and her husband, Jesse, have been married for 22 years and they are the proud parents of three boys.
Jackie graduated from Mansfield University, in Mansfield, PA, with a Bachelor's Degree in Elementary Education. She earned her Master's Degree in Education from Wilkes University, in Wilkes-Barre, PA.
Jackie has taught in rural, small city, and large city school districts. She has worked in child daycare settings and early childhood development centers.
She knows first hand the challenges schools and teachers face and how important it is to invest in public education. School buildings need to be clean, safe, and structurally sound. Teachers need the resources, tools, and the most up-to-date technology to prepare our students for the jobs of the future. Investing in education is investing in a better future for everyone.

We must adequately fund Pre-K and K-12 public education in Pennsylvania. Pennsylvania has been lagging behind other states in funding public education.
School funding in PA ranks as the most unequal in the nation, with the largest gap between the richest and poorest districts, We must fund districts in an equitable way.
According to U.S. News and World Report, Pennsylvania ranks 50th for higher education & PA college students are faced with the highest amount of debt in the nation. We must lower the cost of college.
We must make pre-kindergarten and early childhood education available and affordable to all PA families.
THE RIGHT TO BREATHE CLEAN AIR AND DRINK CLEAN WATER IS GUARANTEED IN THE PENNSYLVANIA CONSTITUTION.
YET, PA has the 3rd worst drinking water in the country and the 3rd worst air quality of all states!!
As your senator, I will take bold action to protect our air and water by updating laws to meet the current challenges we face. I will pass legislation that addresses the problem of lead and other contaminants in our water. I believe we must invest in green infrastructure to upgrade our water and sewer systems, creating jobs & saving money.
We MUST ACT NOW to save our natural resources from the devastation of pollution! We have to ACT NOW so that every person can live a healthy & prosperous life right here in Pennsylvania!
A growing economy, thriving businesses, and a safe & healthy population depends on a first-class infrastructure. For too long now, PA lawmakers have not invested enough into our roads, bridges, and public transportation. Pennsylvania is ranked #2 for having the most structurally deficient bridges in the U.S., according to infrastructurereportcard.org. As your senator in Harrisburg, I will invest in updating PA's infrastructure & creating accessible public transportation.
As a Pennsylvania lawmaker in Harrisburg, I would support raising wages to help Pennsylvanians and to keep our valuable workforce here, in PA. Pennsylvania is falling behind and needs an increase in wages to be competitive with all of our neighboring states. Pennsylvania has not increased the minimum wage since the federal government set it at $7.25 in 2008! An increase in wages helps better the economy and helps our hard-working families. Increasing wages helps support local businesses, with more money spent in local communities and bolstering their economies. I support a meaningful minimum wage increase because Pennsylvanians deserve better!

I believe in all women's legal rights and freedoms. Women's healthcare, including family planning/birth control, must be made affordable and accessible. I support Planned Parenthood healthcare centers and I believe that these vital women's health services must continue to be funded. Women need to be able to have access to preventative care, birth control, health education, and cancer screenings.
Women should be paid equally and fairly, and at the same rate as men for the same work. Women should not face pregnancy discrimination at work. We must ensure that working women and mothers receive the accommodations they need during pregnancy and while breastfeeding.
I believe that all people should be treated fairly, with respect & dignity, no matter their race, religion, age, gender, or sexual orientation.
I believe in the Democratic values of equality and inclusion. I believe in protecting the civil rights & liberties that are guaranteed by the U. S. Constitution.
Pennsylvania has not passed a law to protect our LGBTQ community from discrimination. I support fair & equal rights for our LGBTQ citizens.
As your state senator, I will take bold action to pass legislation that ends LGBTQ discrimination. No one should be fired from a job or evicted from a home because of one's personal lifestyle. I have been a member of Fair Districts PA since 2017 because I strongly support putting an end to gerrymandering in PA. Gerrymandering is manipulation of electoral district lines to benefit one political party or person. It undermines confidence in elections and diminishes trust in the legislative process. I believe in creating an impartial, independent citizens commission to redraw our district voting lines rather than politicians with a vested interest. I support passing HB 22 /SB 1022, a constitutional amendment to create an independent citizens commission to draw state legislative districts. I support HB 23 / SB 1023, a bill to create an independent citizens commission to draw federal congressional districts, including rules for public input, transparency and standards for minimizing splits in electoral districts.

Did you know that over 70% of large corporations and businesses that operate in Pennsylvania PAY NOTHING in TAXES!! Pennsylvania is on of the "terrible ten" states identified by the Institute on Economic Policy with the most unfair tax systems. The upside-down tax system in PA taxes low-income people, middle-income people, and small businesses too much while allowing the richest people and largest corporations to get away without paying their fair share. This has led to less and less revenue for the state to use for important things like education, infrastructure, and other services that people and local communities need.
We must ensure that the economic rules work for all of us. Economic growth is driven by rising wages and increasing benefits for PA workers. With more money in the pockets of our workers and families, the more that can be reinvested into our communities and locally-owned businesses in PA.
It's time to eliminate or significantly reduce residential property taxes. They are outdated, unfair, and inequitable. These taxes are detrimental to our aging citizens who worked their entire lives to own their homes. They also act as a disincentive to new home ownership and home improvement.
I support the "Fair Share Tax" that increases the tax rate on income from wealth (e.g. dividends, capital gains, business profits, estates, royalties, and gambling winnings) while lowering the tax on wages and interest, reducing income taxes for 59% of individuals and small business owners in PA.

As a state legislator, I will improve accessibility for people with disabilities. I believe that we can help thousands of children and adults with disabilities across the Commonwealth by supporting, funding, and providing access to quality education programs and services, including:
*easily accessing health care and mental health care,
*preparing young people with disabilities to transition from secondary education to adult life,
*assisting adults with disabilities prepare, obtain, and maintain employment
*improving access to reliable transportation to get to and from work and medical appointments
*expanding housing options and choices for people with disabilities

Re-entering a community after serving time in prison can be difficult. I believe we must create programs to ease the re-entry process. We need to help people get back on their feet and become productive members of society.
We must reform the process to expunge the records of individuals who committed minor offenses in the past. This would allow records to be sealed, or erased in the eyes of the law, giving individuals a chance for a fresh start.
I support "Ban the Box", a provision that prohibits employers from asking job applicants if they've ever been convicted of a crime in the first round of their hiring/screening process. Too often checking "Yes" in that box will automatically disqualify an applicant. Let's give those a fair opportunity for employment and a chance to succeed.
